Introduced in March 2019, this bill directs the Texas Higher Education Coordinating Board to create the Texas Students with Disabilities Scholarship Program, which would provide assistance to students with disabilities at Texas public higher education institutions. To be eligible for the proposed scholarship, students must be enrolled in an associate or baccalaureate degree or a certificate program. They must also be enrolled as an entering student for at least one-quarter of a full course load, should have applied for financial aid, and must make satisfactory academic progress toward their degree in order to retain the scholarship. Funding for the scholarship will vary each year depending on the availability of remaining appropriations and can come from public and private sources. The scholarship cannot be used for more than 75 semester credit hours (In a two year program or less) or 150 semester credit hours (in a program that lasts more than two years). Additionally, a student cannot receive a scholarship through the program if they have already completed 90 semester credit hours (in a two-year program) or 135 semester credit hours (in a program that lasts more than two years). The Texas Higher Education Coordinating Board will develop the program in consultation with at least one statewide disability advocacy group and one of Texas's two University Centers for Excellence in Developmental Disabilities (UCEDD).
